Publisher Responsibilities

The publisher establishes the institutional framework for journal operations and is responsible for ensuring the continuity of publication. This includes providing appropriate technical and administrative resources, maintaining transparent financial arrangements, securing the management of journal records, overseeing research-integrity investigations, and managing access, backups, and digital preservation. The publisher must also take corrective action when significant errors or ethical concerns are identified.

Editorial Team Responsibilities

The Editor-in-Chief is responsible for overseeing scientific standards, editorial policies, peer-review procedures, publication ethics, and scheduling. The Managing Editor assesses the scholarly suitability of submissions, assigns qualified reviewers, evaluates revisions, and makes decisions within their designated authority. Current membership and responsibilities of the editorial team can be found on the Editorial Team page.

The editorial team manages correspondence, maintains records, and prepares accepted manuscripts for publication. They must not independently determine the scientific acceptance of any work. Any changes that affect the scientific meaning of a manuscript require consultation with the authors and the relevant academic editor.

Editorial Independence

Editorial decisions must be based on academic quality, relevance, originality, methodological quality, evidence, ethical compliance, and the overall contribution of the submitted manuscripts. These decisions should be made without undue influence from the publisher, journal administrators, authors, sponsors, or any other external parties. Editors with conflicts of interest must recuse themselves from the relevant assessment and decision-making processes.

Journal Records and Accountability

All editorial assignments, review reports, revisions, decisions, and related correspondence must be documented in the Online Journal System (OJS). Access to confidential records should be restricted to authorized personnel and legitimate verification processes. The journal must maintain accurate information regarding its publisher, editorial team, contact details, policies, charges, and publication schedules.

Policy Updates

Substantial policy changes must be approved by the relevant editorial and publishing authorities. Updated policies should clearly indicate their effective date. If a change affects manuscripts currently under consideration, the editorial office must explain how the transition will be managed. Changes to institutional arrangements should ensure the traceability of published articles, identifiers, editorial records, and the journal's publication history.
