Smart City, diterapkan di beberapa Kota di Indonesia. Tata pemerintahan ini menggunakan teknologi sebagai piranti utama, membuat tata pemerintahan elektronik, model jaringan, pembelajaran dan perpustakaan berbasis digital. Perpustakaan dituntut untuk menyediakan informasi sesuai disesuaikan dengan teknologi yang tersedia. Pustakawan juga harus mengembangkan keterampilannya untuk memaksimalkan layanan yang akan di berikan. Blended librarian adalah konsep dalam ilmu perpustakaan untuk pustakawan yang sangat tepat diterapkan pada kondiai masyarakat berbasis smart city. Konsep dan strategi penerapan blended librarian sudah ada di beberapa negara. Untuk itu dalam penelitian ini, kajian dilakukan pada beberapa artikel guna mengekstraksi konsep dan strategi blended librarian yang cocok di implementasikan pada kondisi masyarakat berbasis smart city
