Collaborative Governance Dalam Optimalisasi Sektor Pertanian di Tengah Pandemi Covid – 19

Abstract

This study is intended to explain how government collaboration in optimizing the agricultural sector in the midst of the Covid-19 pandemic which has a negative impact on farmers' activities and not only activities but also has an impact on sales in and out of areas that were affected by the pandemic. The problem that has been felt by farmers and middlemen is that during the implementation of the PSBB in several parts of Indonesia, including one in the Nganjuk area. The decline in sales figures in the agricultural sector, the government made a strategy in optimizing the agricultural sector so that farmers do not lose money and the government does not import then farmers become increasingly enthusiastic in producing. The purpose of this study is to describe and analyze alternative local government policies in optimizing the agricultural sector in order to deal with the economic impact caused by Covid-19, especially in the Nganjuk area of East Java. Collaborative governance also describes the state of interdependence between actors. The desire to do collaborative governance arises because actors are aware of their limitations. The supporting factor is the local government which also strives to develop the agricultural sector through the Nganjuk district agriculture agency because the agricultural sector is superior in Nganjuk district and the people whose majority of the population work as farmers certainly have a positive influence in the development of the agricultural sector, the obstacle is the impact felt by farmers. At the time of the implementation of the pandemic, which is when the abundant harvest is not accompanied by a decreasing market demand. The type of research used in this research is qualitative research with a literature study approach. This research uses data collection methods whose research objects come from books, magazines, encyclopedias, scientific journals, magazines, newspapers, and documents.
